He was born on October 28, 1947, in Indianapolis, Indiana to James Burton Parks and Delores Jean (Fall) Gallagher.
He is survived by his wife, Shery Parks; daughters, Shelley Parks, Alexis Parks; grandsons, Ryan Parks, Donald Newlin (Brandi); great grandchildren, Landon A. Newlin, Kaelan R. Newlin, twins, Bella R. Newlin, Blaklee R. Newlin and Hayes C. Newlin; mother, Delores Gallagher; brothers, Sheldon Parks (Karen), James B. Parks (Kay), Todd Parks; niece, Jenny (daughter of his late brother, Rodney Parks).
He is preceded in death by his son, Jason Parks
